Teacher Education and Licensure Standards The Ohio Teacher Education and Licensure Standards are sections of the Ohio Administrative Code (OAC) and Ohio Revised Code (ORC) that establish requirements for educator licensing. Included in the standards are requirements for obtaining and maintaining all available types of educator credentials including:
* Teaching * Permits * Administrator * Alternative Credentials * Pupil Services Credentials * Substitute and Temporary Credentials
Administrative rules are reviewed on an ongoing basis, and the State Board of Education may revise these rules periodically or create new ones in response to recommendations from the Ohio Department of Education, the Educator Standards Board and/or other education stakeholders. House Bill 1, passed in 2009, established a new licensure structure for Ohio educators, effective in 2011.
Mission Statement The Diocese of Columbus LPDC serves educators employed by the Diocese, by guiding their licensure planning so that the Individual Professional Development Plans (IPDPs) reflect the educational goals of the school, the Diocesan Department of Education, and the Ohio Catholic Schools Accrediting Association. Local Professional Development Committee (LPDC) All licensed staff employed in the schools within the Diocese of Columbus must hold a current license or certificate. Your Columbus Diocese LPDC serves as the conduit to help you maintain current licensure. The LPDC committee reviews professional development activities for your license renewal. It is your responsibility to know your license expiration date and renewal requirements, the timelines set in the LPDC procedures, pursue quality learning experiences and maintain your records.
The Diocese of Columbus Local Professional Development Committee is responsible for reviewing and approving all Individual Professional Development Plans (IPDP) and professional development activities that educators propose/complete for the purpose of licensure maintenance and renewal. The LPDC meets several times during the school year.
All licensed employees are required to submit an Individual Professional Development Plan (IPDP) outlining professional development goals for the current licensure cycle.
The IPDP must be submitted to the committee after being hired and/or receiving the initial five-year professional license.
Regardless of the number of licenses held, individuals are only required to complete and submit ONE Individual Professional Development Plan. The plan must be revised at the beginning of each new licensure cycle.
Points to remember:
1. Everyone must have a current IPDP BEFORE any coursework, workshops or activities can be approved.
2. All licenses/ certificates including non-tax certificates and permanent certificates must be renewed on a five-year basis.
3. A new IPDP must be created each time your license is renewed.
The LPDC Process:
The teacher meets with his/her principal and discusses renewal/licensure plan and completes the IPDP form.
The principal approves the IPDP as indicated by his/her signature.
The teacher completes relevant form(s) for submission to the Office of Catholic Schools, which then routes the information to the LPDC for approval.
If the teacher finds it necessary to revise the initial plan, he/she must have approval from the principal as indicated by his/her signature.
As soon as a teacher receives a new license from the Ohio Department of Education, he/she must develop an IPDP for the next 5 years. This is to be submitted to the LPDC for approval at the first meeting of the new school year.
Teachers are responsible for maintaining a personal file of all credits, CEUs earned, and professional plans.
Examples of supporting documentation to submit to the LPDC for CEU credit include:
* Registration Confirmations and/or Proof of Attendance * Agenda from the course * Certificates of Completion * Documents which list the number of hours of coursework completed for CEUs
This is not an exhaustive list, however, it is not necessary to submit entire course materials, workbooks, binders, etc. Please consult with your administrator or contact the Office of Catholic Schools if you have questions regarding supporting documents.
Credits may be submitted for consideration before the effective date of the new license, as long as they were earned after the issue date.
Renewal may be initiated beginning in November of the school year that the license expires.
Credits must be submitted to the LPDC and approved before beginning the renewal process.
Responsibilities:
The Educator
To develop an individual professional development plan [IPDP]
To have the plan approved by the principal and the LPDC
To establish and maintain a file of all credits, CEUs and equivalencies
To submit the credits, CEUs, and equivalencies to the LPDC at the time of renewal for renewal approval
The Principal
To formulate and implement his/her own individual professional development plan in equal compliance with the aforementioned standards.
To verify completion of all professional development activities of educators in his/her respective building and to verify that they have submitted all required documentation to the LPDC in a timely manner.
To review the progress of individual professional development plans as part of each educator's evaluation process.
To approve individual professional development plans (IPDPs) and assure their alignment with student needs, the school's staff development, and continuous improvement plans.
To maintain a dialogue with educators in his/her respective building, regarding the requirements and individual responsibilities pertaining to certificate renewal and licensure.
The Office of Catholic Schools
To electronically sign all requests for renewal of licenses on the Ohio Department of Education website.
To oversee the creation and functioning of the LPDC.
To serve as liaison between LPDC and the Ohio Department of Education.
LPDC Committee
Committee serves all elementary and secondary educators employed by the Diocese of Columbus.
All committee members are licensed (certificated) educators presently employed by a Catholic school in the Diocese of Columbus unless exempted by the Superintendent.
Committee meets at least quarterly. Dates of meetings typically are published in Daily Dialogue and in the Diocese of Columbus Department of Education calendar.
Committee members read and evaluate the submitted Individual IPDP plans of all the educators of the Diocese of Columbus.
Committee issues certificates of CEU credit and signs off on graduate credit of educators.
